Swiss bank numbered accounts protect terrorism and illicit drug money

How come a bank account is numbered and doesn't require a name owner? Who invented this absurd? This is why iranian major sponsor of terrorism and Swiss president hug each other, thanking each other for the speedy flow of money that supports terrorism, and opium traffic.
